An Analysis of the Managed Care Market in Hong Kong

This is basically a fact-finding study aimed at surveying the existing managed care market in Hong Kong. The study also seeks to analyse the key features and dynamics of this market and their possible impact on the quality of health care it provides. The study covers different forms of health maintenance organisations and medical organisations currently offering medical contracts in Hong Kong.

A range of research methodologies is adopted including data search on managed care organisations in Hong Kong, focus group discussions and interviews with key stakeholders, and a questionnaire survey of doctors involved in managed care. The study aims to obtain information including the size of the managed care market, the different types of managed care organisations and their respective characteristics such as size, payment mechanism, indicative rates, scope of services, cost to subscribers in terms of e.g. premium and co-payment, subscribers’ reasons for joining the organisations, professional development initiatives and any quality assurance mechanism etc, and any issues and concerns identified in the focus group discussions and interviews with stakeholders.

The study is conducted by the Public Policy Research Institute of the Hong Kong Polytechnic University, led by Professor Peter Yuen. The Convenor of the Study Group for this project is Dr Donald Li.
