China's 11th Five Year Plan:
Opportunities and Challenges for Hong Kong

This was an in-depth study of the impact of China¡¦s 11th Five Year Plan on Hong Kong, the opportunities and challenges for us under the Plan, and what we needed to do to meet the challenges and maintain and develop our competitive advantages. The study was a follow-up of a project commissioned by the Centre and conducted by the Guangdong School of Administration in March this year, which interpreted Guangdong¡¦s Plan covering its macro developments as well as developments in its different industry sectors.

Commencing April 2006, the study examined the changing role of Hong Kong in the economic development of the Greater Pearl River Delta and China in general, the challenges posed by the increasing global integration of China and competition from emerging cities such as Shanghai, Guangzhou and Shenzhen, and the risks of Hong Kong being marginalized.

The study was conducted by the Hong Kong Institute of Asia-Pacific Studies of the Chinese University of Hong Kong and led by Director of the Institute Professor Yeung Yue-man. Research methods included carrying out data and trend analyses and conducting field visits and discussions with Government officials, academics and entrepreneurs in the Mainland.
