Hong Kong Competitiveness: A Multi-Dimensional Approach

Commencing June 2006, this competitiveness study is a year-long study conducted by Professor Michael J Enright and Ms Edith E Scott. The study adopts a multi-dimensional approach involving the following components ¡V

International assessments of Hong Kong's competitiveness which involves compiling and evaluating existing work on competitiveness rankings of different economies, so as to develop a comprehensive picture of our overall competitiveness.

Assessment of industry-level competitiveness which involves assessing the present and potential competitiveness of Hong Kong in industries including transportation and logistics, financial services, tourism, professional services, information technology etc.

Assessment of cross-cutting issues which potentially provide leverage across the entire economy that can be the focal point of policy and strategy, e.g. Hong Kong's role in international production chains, the impact of the rise of China, HK's workforce, education and training needs, costs of doing business etc.

Analysis of activity-level competitiveness focussing on Hong Kong's regional management and coordination activities, financial and marketing activities, activities associated with accessing China for foreign companies and those associated with accessing the rest of the world for Chinese companies.

Through studying the above components and the interaction amongst them, the key leverage points within our economy can be identified, in turn leading to insights into the policies and strategies needed to improve our overall competitiveness. The study uses a range of methodologies including document searching and analysis, surveys and interviews in particular interviews of business leaders and analysts in Hong Kong.

Professor Enright, a leading expert on competitiveness, regional economic development and international business strategy, joined the University of Hong Kong as Sun Hung Kai Professor of Business Administration in 1996 after six years as a professor at the Harvard Business School.

The Convenor of the Study Group for this project is Mr Anthony Wu.
