The reasoning behind spending caps on election

An ideal spending limit can help prevent elections from descending into a money game, while without hindering candidates’ ability to reach wider audience. The spending limits for the geographical constituencies of Hong Kong’s Legislative Council election were formulated with regard to the number of contested seats and the population. However, adjustments to the spending limits in relation to these factors have hardly been noticed.
