Attracting talent: What second-generation overseas Hongkongers want?



A local scheme aiming to attract the children of 840,000 emigrants to return has been in place for over a year. With 247 applications received in the first ten months, how should we evaluate the scheme’s effectiveness? When enticing second-generation emigrants, the Government needs to take into account the situation of their resident countries and the talent gap Hong Kong faces.
