The ‘money follows the user’ approach will be extended to the Pilot Scheme on Community Care Service Voucher for the Elderly to be launched in September this year. The Centre’s analysis this week provides an overview of the development of the voucher system for old people in Europe and Hong Kong. It also ponders problems caused by different education funding models and discusses the possible challenges of the new voucher scheme, including the burden on public finance, shortage of labour and the commercialisation of elderly service, etc.
