To promote the public’s well-being effectively, a public policy with an emphasis on well-being and non-economic factors is essential. Putting this into practice could be more difficult than it seems though, as it needs to overcome challenges such as quantifying intangible benefits, setting appropriate guidelines and coordinating different departments.
