How would a shadow cabinet help Hong Kong?

A shadow cabinet is a practice commonly used in states governed by a parliamentary system. Although the Chief Executive of Hong Kong cannot have a political party background, if a local version of a shadow cabinet could help the Chief Executive-elect to form the upcoming administration and promote cross-party cooperation, is this something worth discussing?
