Technology offers the promise of improving welfare services, in particular, replacing human support in certain care services. While governments are starting to take note, turning the idea into a policy is not simple. For example, even though technology can help seniors to age at home, concerns over research and development, cross-border cooperation, privacy and cyber-security need to be taken into account.
