The recent announcement of the poverty line has drawn public attention. Based on a research report released by Cato Institute on the total level of welfare benefits by state, the Bauhinia’s weekly analysis examines Hong Kong’s major considerations in deliberating poverty alleviation measures and welfare policy. The analysis points out that the Government should sustain the work incentives for welfare recipients while providing them assistance as needed.
